What is a transformative agreement?

Most major publishers in the sciences and humanities are transitioning from business models based on paid subscriptions to open access models that make their journals free to everyone. Instead of charging readers, they charge an author an article processing charge (APC) for publishing in a journal. Increasingly, universities are negotiating transformative (a.k.a. read & publish) agreements with these publishers that pay the APCs for researchers affiliated with their institutions.

The University Libraries has signed multiple transformative agreements, which are summarized in the comparative chart below. For more details, see the list of publishers listed on the left under the "Agreements with Publishers" heading (click on the chart to enlarge it).

 

**Availability Notice: Agreement with Wiley, 26 August 2025 

University of Arkansas Fayetteville authors have published the maximum number of articles eligible for open access funding under the agreement with Wiley in 2025. Between now and 31 December 2025, you may still choose to make your article open access, but the publishing charge will not be covered by the agreement. Follow the flowchart below to see which option is best for you (click on the chart to enlarge it).

Step 1: Does the UA Libraries already have an agreement with the publisher? Check the list under the “Agreements with Publishers” column to the left of this library guide.  If No, go to Step 2A. If Yes, go to Step 2B.  Step 2A: Are you eligible for the Open Access Publishing Fund? Check the University of Arkansas Open Access Publishing Fund section of this library guide. If No, Library funding is not available for this publication. Your department or college may be able to assist you. If Yes, apply using the link in the How to Apply section of this library guide.  Step 2B: Do you meet author eligibility requirements for that publisher? If No, go to Step 2A.  If Yes, go to Step 3.  Step 3: Are your journal and article type eligible? If No, go to Step 2A. If Yes, follow the publisher’s instructions to receive a waiver or discount.
